A while back I posted the proper way to fill a divot and I just wanted to post it again so that everyone understands. What you want to do is, if the divot sand has a fair amount of seed mixed in with it, is to fill it just slightly below the turf level, (approximately 1/4 inch) making it full enough that a ball will roll through it and not get caught inside the divot. If you are filling it with strait sand, then you want to fill it slightly more (about 1/8 inch) below the turf line. The reason for the difference is because once the seed germinates, if it is not 1/4 inch below the turf line, the mower will cut it off to close to the crown (base) of the plant, killing the new seedling. If it's just sand, you want to get it as close to full without leaving a mound above the turf line. Any sand above the turf line will rapidly wear down the mower blades and cause them to prematurely become dull and cut poorly.
